In 2008, at the request of the Port of Portland and the City of Portland Bureau of Planning, Oregon Consensus conducted a neutral assessment of issues related to potential development of 800 acres of Port property consisting of most of the west half of Hayden Island. The Port or Portland, in conjunction with the Planning Bureau, was initiating a process to annex the property into the city and rezone it in preparation for development of the land for natural resource preservation and marine industrial use. Consistent with longstanding interest from the local community and conservation organizations, the Port and the Planning Bureau wanted to examine the possibility of convening a collaborative process to address issues related to the possible land use changes.
